क्या हमें खामोश होकर बैठ जाना चाहिए...?

जामिया मिल्लिया इस्लामिया अपना 91 वां “यौमे तासीस” मना रहा है। इस अवसर पर उर्दू के कई अखबारों में जामिया के इतिहास को लेकर काफी बातें प्रकाशित की गई। लेकिन इसमें कहीं भी जामिया के मौजूदा हालात पर कोई चर्चा हमें देखने को नहीं मिला। जिस जामिया में “यौमे तासीस” के मौक़े पर हर साल तालीमी मेला का आयोजन किया जाता रहा है। उस जामिया में नजीब जंग के आने के बाद इस तालीमी मेला को बंद कर दिया गया है। इसकी भी चर्चा हमें कहीं देखने को नहीं मिली। यह दोनों बातें हमें काफी कुछ सोचने को मजबूर करती हैं। कहीं ऐसा तो नहीं है कि नजीब जंग मीडिया में छात्र संघ की मांग की खबरों को देख कर तिलमिला गए हैं, और मीडिया मैनेज करने का काम उन्होंने शुरू कर दिया है।

यह बात पूरा देश जानता है कि जामिया मिल्लिया इस्लामिया सिर्फ एक शैक्षिक संस्थान ही नहीं, बल्कि भारतीय सभ्यता और संस्कृति का प्रतीक भी है। यह उन सरफिरों का दयार है जिनकी मेहनत ने अविभाजित भारत को गरमाहट और उर्जा प्रदान की और अपने खून से सींच कर जामिया की पथरीली ज़मीन को हमवार किया। जामिया के दरो-दीवार आज भी उनकी यादों को संजोए हुए हैं और उज्जवल भविष्य के लिए खेमाज़न होने वाले उन दीवानों को जिन्होंने अपने मुक़द्दर को जामिया के लिए समर्पित कर दिया, ढूंढ रहे हैं। भाई चारा, मुहब्बत, इंसानियत दोस्ती के उन मतवालों के सामने देश की एकता एवं विकास सर्वोपरि था, ताकि सामाजिक, आर्थिक, शैक्षिक के साथ-साथ राजनीतिक स्तर पर समाज को जागरूक किया जा सके।

यह बात पूरी दुनिया जानती है कि जामिया का आरंभिक दौर संघर्षों से भरा पड़ा है। यहां तक कि जामिया को बंद करने की तैयारियां भी की जाने लगी थीं। अंततः ज़ाकिर साहब ने यूरोप से पत्र लिखा और कहा –“मैं और मेरे चंद साथी जामिया की ख़िदमत के लिए अपनी ज़िन्दगी वक़्फ करने को तैयार हैं। हमारे आने तक जामिया को बंद न किया जाए।” जामिया के आरंभिक संघर्षों की तस्वीर हमें ज़ाकिर साहब के इन शब्दों में साफ़ नज़र आती हैं –“उस दौर में सामान नहीं था। अरमान थे। दौलत नहीं थी, हिम्मत थी। सामने एक आदर्श था, एक लगन थी। जो बच्चा इस बेसरो-सामान बस्ती में आ जाता था, उसकी आंखों में हमें आज़ादी की चमक दिखाई देती थी। हमसे गुलामी ने जो कुछ छीन लिया था, वह सब हमें इन बच्चों में मिल जाता था। हर बच्चे में एक गांधी, अजमल खां, एक मुहम्मद अली, एक नेहरू, एक बिनोवा छुपा लगता था। फिर आज़ादी आई... बादल छंटे... सूरज निकला... फिर छंटते-छंटते वह बादल खून बरसा गए... देश बंटा... इसके गली-कूचों में खून बहा... घर-घर आंसू बहे... भाई भाई का दुश्मन हो गया... आज़ादी की खुशी दाग़-दाग़ हो गई... नया भारत बनाने के अरमान जो वर्षों से दिलों को गरमा रहे थे, कुछ ठण्डे से पड़ गए। इस हंगामे में जामिया पर भी मुश्किलें आईं, पर वह भी गुज़र गईं।”

वह वक़्त बड़ा सख्त था। अंधेरा घना था। नफरत की हवाएं तेज़ थीं, लेकिन जामिया और जामिया वालों ने मुहब्बत और खिदमत के चिराग़ को रौशन रखा। हुमायूं के मकबरे का कैम्प हो या पुरानी दिल्ली की जलती और सुलगती बस्तियां, सरहद पार से आने वाले शरणार्थी कैम्प हों या मुसाफिरों से लदी हुई मौत की गाड़ियां, जामिया के मर्द, औरत और बच्चे हर जगह पहुचें, घायलों की मरहम पट्टी की। बीमारों की तीमारदारी का बोझ उठाया, ज़ख्मी दिलों को तसल्ली दी, बेघर और बेसहारा लोगों को सहारा दिया, खुद भूखे रह कर भूखों को खिलाया। यतीम बच्चों को सीने से लगाया। जामिया के सीने में आज भी यह जज़्बा दफन है। नजीब जंग लाख कोशिशों के बाद भी इस जज़्बे को दबा नहीं सकते। खैर, बेचारे नजीब जंग को यह बात कहां समझ में आने वाली है। ज़िन्दगी भर सरकार और कारपोरेट की गुलामी जो की है।

नजीब जंग साहब को यह बात भी शायद मालूम न हों कि “तालीमी मेला” जामिया की एक प्राचीन परम्परा रही है। जिसे हर वर्ष “यौमे तासीस” पर आयोजित किया जाता रहा है। इस अवसर पर 10-15 दिन पूर्व ही जामिया का माहौल पूरी तरह से बदल जाता है। इस संबंध में मुजीब साहब ने एक जगह लिखा है –“इन तारीखों में और इससे 10-15 दिन पूर्व पूरे जामिया में सरगर्मी, तैयारी और मंसूबा बंदी का माहौल रहा। मेले से पूर्व हर विभाग अपने अपने कामों को मंज़र-ए-आम पर लाने के लिए बेताब थे। तरह-तरह के विज्ञापन बन रहे थे, कमरों में नुमाइश के लिए सामान सजाया जा रहा था, अर्थात जामिया बिरादरी का हर व्यक्ति किसी न किसी काम को अपने ज़िम्मे लेकर दिन रात दिन रात इसी फिक्र में डूबा रहता। ड्रामों का अभ्यास, संगीत के सुर और खेलकुद के आईटमों के अभ्यास में तेज़ी आ गई थी। ऐसा प्रतीत होता था कि क़ुदरत ने मदद की गरज़ से नींद का क़ानून रात के लिए वापस ले लिया हो। रात गुज़री, सुबह हुई और मेले का बाज़ार गरम हुआ।”

जामिया में यह माहौल नजीब जंग के आने के पहले तक हमें देखने को मिला है। लेकिन जब से नजीब जंग ने इस जामिया में क़दम रखा है, जामिया के तमाम रवायतें बीते दिनों की बात हो गई हैं। वो खुद को अकबर और सचिन क्यों समझने लगे हैं। अब सवाल उठता है कि जिन लोगों ने जामिया की रिवायत और जामिया को बचाने और उसको चलाने के लिए रात दिन अपना खून पसीना एक कर दिया था, क्या सिर्फ इसलिए कि उनकी आने वाली पीढ़ी (आप और हम) नजीब जंग के ज़ुल्मों के तले दब कर रह जाएं?

जिस जामिया के इतिहास ही आंदोलन का रहा है। जिस जामिया में आज़ादी की लड़ाई में अपना ज़बरदस्त किरदार अदा किया हो। जिस जामिया ने इस देश को ज़ाकिर हुसैन जैसा न जाने कितने लीडर दिए हों, आज वहीं के छात्रों को राजनीति से दूर किया जा रहा है। आज अगर इन्हें राजनीति के ए. बी. सी. डी. से परिचित नहीं कराया जाएगा तो कल इस देश का राजनीतिज्ञ कौन होगा? हमारा देश कहां जाएगा। नजीब जंग के लिए इससे बड़ी शर्म की बात और क्या हो सकती है कि जिस कैम्पस में डेमोक्रेसी नाम की कोई चीज़ नहीं है, वो उसी कैम्पस में छात्र को चिड़ाने और मीडिया में अपनी वाह वाही लूटने के लिए डेमोक्रेसी पर सीताराम यचूरी साहब का लेक्चर करवा रहे हैं, और जब कोई छात्र सीताराम यचूरी साहब से कैम्पस डेमोक्रेसी पर सवाल करता है तो नजीब जंग के गुंडों के ज़रिए उसे डराया धमकाया जाता है। शायद नजीब जंग साहब यह बात भूल रहे हैं कि सीताराम यचूरी साहब भी छात्र संघ की ही पैदावार हैं।

आज जब हम सबको यह जामिया विरासत में मिली है तो हम सब अपने फर्ज़ से पीछे क्यों हट रहे हैं... क्या आपका और हमारा यह फर्ज़ नहीं है कि जब आज हमारी जामिया और हमारे भविष्य के साथ खिलवाड़ किया जा रहा है, तो हम भी कुछ बोलें। क्या ऐसे समय में हमें खामोश होकर बैठ जाना चाहिए...?

नहीं! कभी नहीं! ऐसे समय में हम सबको साथ चलना चाहिए, और एक आवाज़ में बोलना चाहिए, और इस आवाज़ की गूंज जामिया के सड़कों से लेकर पूरे भारत में सूनी जाए, ताकि सरकार और कारपोरेटे के गुलाम नजीब जंग छात्रों की आवाज़ को दबाना बंद करे और सरकार को भी इस बात का अहसास हो कि आने दौर कई राज्यों में चुनावों का है, कहीं ऐसा न हो कि उसे मुस्लिम वोटों से हाथ धोना पड़ जाए।

Sub: Allowing Students Union in Jamia Millia Islamia.

Sir,

There are serious debates about Islam’s compatibility with democracy and Muslim countries’ bad record on democracy has given the West an excuse to create an anti-Islamic propaganda which has also resulted in Islamophobia. Also in our country, Muslim youth and students are being targeted for their alleged extremist activities which have been found baseless.

If we undergo self-interrogation processes, it will also come as a fact that Muslim youth are far behind from their non-Muslim friends towards playing an active role in Indian society. Muslim students are not exposed to the social, economic, cultural and political challenges to the country and hence are not encouraged to respond them in their capacity. Is it not unfortunate that political leadership of Muslim community does not come from political processes and social engagement; rather it comes from religious establishments which remain largely isolated but respected mainly in their religious capacity? The result is that Muslim community is suffering from bold, mature and innovative political leadership and the community is forced to stay in the age of clan-tribal politics.

Sir, as a student of this glorious institution, I am forced to ask you who is responsible for this long term backwardness and political disability? Why our leadership is not allowing their youth and students to be part of an active social engagement? Why are they not allowing our youth to participate in each and every social and cultural debates of the country? Why Muslim youth are forced to stay isolated from national political and social agenda? Why they are deprived to have their strong opinion on every issue of national and international importance? Why reasoned deliberation and critical engagement is not being allowed within institutions which have historically evolved out of political processes during our freedom struggle? Why democratic institutions for student community in Muslim administered colleges and universities and particularly in Jamia Millia Islamia are not allowed to develop? Universities and colleges are the first space of training for democratic, intellectual and ideological exercises and unfortunately the very principle of democracy and space for intellectual and ideological discussion has been throttled in our university.

Sir, This violation of our basic right to form students union in our colleges and universities, does not only isolate Muslim community in India’s vibrant democratic space but also restrict their opportunities to prove their ability and skills to contribute to the nation building process. Apart from that, student community is treated like beggars and dependent workers for their small needs and regular complains by university administration and authorities. Be it the issue of hostel accommodation, fellowship, mess issues, hygiene, and disbursal of student funds, and government schemes for students. This must not be acceptable for our wise leadership of the university. Despite the fact that Jamia has been collecting Student Union’s fund from students, but union election are not allowed.

I agree that some earlier experiments in forming student association have not yielded very positive result. But you will agree too that ‘Democrisation’ is a continuous and evolving process. If there were any fault, that needs to be corrected, but not by dismantling ‘Students Union’ altogether.

It is my humble suggestion to the university administration that as a minority institution, our students must not be deprived of democratic space and exercise. They must not be rendered politically backward. Recent revolutions in the Arab World and anti-corruption uprising in India have proved that the youth have a constructive role to play in the society, best contribution for their country and it is just a matter of allowing them space and facilitate their political participation.

I would here also like to make it clear that I have no such political ambition and that as an M.Phil student I am anyway not eligible to contest.
