Uttar Pradesh is top fake encounter specialist in India

New Delhi: As a state Uttar Pradesh is the top fake encounter specialist in the country with 716 fake encounter cases registered at National Human Rights Commission from the state in the last 16 years (1993-2009). No other state in the country has entered three-digit figure. Surprisingly, next to UP, however, is Bihar with 79 fake encounter cases. Andhra Pradesh is at No. 3 with 73 cases while Maharashtra with 61 is at No. 4. Andaman & Nicobar has just 1 case in 16 years.

The 51-page document detailing fake encounter cases registered at NHRC between October 1993 and October 2009 has been accessed by RTI activist Afroz Alam Sahil – the 22-year-old student of Jamia Millia Islamia who recently hit headlines after he secured post-mortem report of Batla House encounter victims.

In these fake encounters those killed are Hindus, Sikhs, Muslims and from other communities. As for Muslims as victims of these encounters, Gujarat is at No. 1. Of 20 cases of fake encounters registered in the last 16 years, there are 12 cases (60%) in which Muslims are victims. While Uttarakhand (31%) is at No. 2, Maharashtra with 26% comes at No. 3. The top encounter specialist UP with 18% of Muslim victim cases comes at No. 4. Bihar, the second topper, has 5% of such cases. See the table.
